Lesotho Postal Services (LPS) which also known as Lesotho Post is a department within the Ministry of Information, Communications, Science, Technology and Innovation. It was established by Post Office Act 13 of 1979 and responsible for conveyance of postal items. It has 46 post offices with Maseru being the Headquarters. LPS is a member of the Universal Postal Union (UPU), Pan African Postal Union (PAPU) and Southern Africa Postal Operators Association (SAPOA).
To provide affordable, high-quality and secure basic universal postal services locally, regionally and internationally.
To achieve sustained profitability through being the supplier (carrier) of choice for messages, goods and financial services for all the people of Lesotho, their families, businesses, as well as the international community.
To provide quality postal services, throughout the country, that encompass traditional postal services and further enable people to send and receive written and electronic messages, goods, financial services and other related postal products.
The department is headed by the Director General who is directly responsible to the Principal Secretary in the Ministry of Information, Communications, Science, Technology and Innovation (MICSTI). LPS is made up of Operations (i.e. Mail and Retail businesses), and Support Services.
The Operations section is headed by the Director Operations with two unit managers (Retail Services Manager and Mail Services Manager). Support sections (Quality Assurance, Information Technology, Finance, Security and Risk Management, Marketing, Legal, Human Resources) are headed by different heads who report directly to the Director General.
Operations is further divided into two sections:
Acceptance, processing, dispatching, conveying and delivery of mail. There is also the reclamation unit which handles enquiries regarding mail.
Provision of mail, financial, retail and philately services and facilitation of trade.
Money transfer is an affordable and trust-worthy service of sending and receiving money from one person to another electronically either locally or internationally transmitted. LPS also function as an agency to perform financial transactions for other financial institutions.
LPS collect money on behalf of other organizations for various services such as utility services and insurances.
Exchange of postal items between individuals, governments and businesses such as Letters, small packet/parcel, bulk posting, literature for the blind, Expedited Mail Services (EMS), Post Office Box rentals.
The philately section design and produce stamps for postage of items and for collector, thus definitive stamps and commemorative stamps respectively.
The main aim of the EAD project is to enable the designated operators (DOs) to capture and transmit electronic customs declaration data in compliance with UPU requirements.
It also provides an additional layer of aviation security that aims to identify potentially high-risk cargo and mail through the risk assessment of item declaration and address data. It complements existing aviation security measures, such as screening and other supply chain security procedures.
The captured data is also used, at a later stage, to support the customs clearance process at the destination, including general risk management and fiscal clearance of goods.
An interoperable customs system which allows exchange of data and messages between Customs and Designated Operators so that customs formalities can be completed prior to the arrival of postal items.
The project initiated by UPU as to capacity building to enable Designated Operators readiness to offer online trade.
